I dont understand your question. is he a picky eater? or refuses to eat but drinks liquids all the time?
My son is 19 months old. He also will not eat well when he is teething. He pretty much only wants to drink. Could this be a problem?

I do not understand are you saying he still eats baby food and does not want the realy food you eat ? Or does he just want to drink and not eat ? You need to try different foods and take away the baby food if that is what he is still eating . He is not getting what his body needs . And if he is only drinking then you need to offer the food first then give him his milk or water after he eats so much . I am just wondering if it is not a texture issue with him . In that case just try different textures and see what bothers him . I hope I helped with out knowing what your true question was .
My friends' daughter had an issue like this. The issue was hyposensitivity. She had many troubles as a baby as well. Not diagnosing because obviously I am not a doctor and you haven't described conditions. I would recommend taking him to a doctor pretty soon so that you can get it properly looked at. They are working with a therapist to improve and the progress thus far has been fantastic!
