Something very simple, like tossing bean bags or balls (but balls may bounce out) into buckets. No matter how many they get in, they get a prize and praise!
Picking up something and putting it in a bag - "think easter egg hunt" - you could coordinate it with your theme. Just make sure it is not something they can choke on.

The best was at a park or home. Bubbles, hula hoops, balls, chalk, crafts, coloring. There is so much to do and cheap. They can paint rocks. Balloons are always fun. What about pin the tail on the donkey (or whatever theme you have), use stickers. A pinita is fun, they can pull the strings. Just make sure you fill it before you have the party. We went to one before that didn't and the mom was ashamed :( Good luck and have fun!

not sure there are any, tho i'm sure there are some i'm not thinking of. what about just putting a slip n slide or a sprinkler out? summer is an awesome time for birthdays!

We had a 2 year old birthday party recently and we didn't have games because their attention spans are so short and we didn't want to have winner and losers. Instead, we had a farm theme and everyone participated in different activities. Our party was held on a farm and there were different animals that the kids got to see and learn about. Then they all helped make a scarecrow, each took turns stuffing it, etc. They loved that. 2 years old is pretty young to have games, but whatever your theme is, let them participate in activities related to that theme. We had storytelling and they had to "hunt" for a gingerbread man. They love that kind of stuff. Keep them busy and let them help make something. But keep each activity short as they lose interest fast at that age. Good luck and have fun!

My kids are 3 & 5 and we didn't do any "games" at either of their parties at 2. I think at that age they are really more content to just have a play day with a couple of friends and eat their cake. They don't really understand the whole game thing yet. You could always do some kind of simple craft with them, maybe let them make their own party hats (color, or glue feathers on or something), but I don't really think it's necessary at that age. Have fun! :)
