My kids have done this. My first son did this ALL the time. He'd let drinks dribble out of his mouth all the time and he'd ALWAYS let food fall out of his mouth if he decided he wanted a sip to drink while he was chewing, saw something else on his plate he'd rather eat at the moment, or for whatever other reason he decided he didn't want that bite anymore at the moment. He'd do it primarily with food and sometimes with his drink. My second son doesn't do it with food but does it ALL the time with his drink now (he' 15 months), I think just for something to do or for entertainment value by the way he looks at us when he does it. :) Another child I watch also does it with her drink all the time. She's 13 months. Not that big a deal with the right kind of bib. It's a phase that will pass, lasting just a few months at most I'd say. I love the snap scoop bibs. We got ours at Walmart. They are scoop bibs, like the bjorn ones, except they are a softer flexible plastic, so have flexibility of a fabric bib for comfort. They have snaps to make the scoop, so they store flat. And you can wash them in the dishwasher or wipe them clean. I LOVE these bibs. They catch everything and are so easy to clean. I hope this helps.

These are the bibs we have. The only difference between the bibs is the size. Our almost 3 year old still uses a stage 1 often times because he likes the monkey on it. They are great bibs, perfect for this stage! :)
