What about trying the Gerber brand underwear that are meant for potty training, because they are thicker through the crotch. They come 3 pair to a package for $6.99 I think.
They are cloth like big underwear.
Good luck!
Ok so I have three kids all of whom were potty trained by a year old. The first two however were of normal size and I had no problems with underwear. My youngest has had a number of health issues and when i say she is small i mean she is really small. Although she will be three in December she is still barely in an 18 months in bottoms. For the most part we used the cotton bottoms that come with dresses as underwear but we are about out of those. I cant find underwear to fit. So does anyone else know where abouts I can find something for her or has anyone else had this situation? and maybe some input on what they did. Before anyone says this no it is not an option to us to use any form of pull up she has been potty trained for almost 2 years now and frankly i have it in my head that might cause a set back. not to mention if you read the weight ranges on those any how she is to small. I just find it hard to believe that I am the only one having this issue. I have bought a ton of different brands on underwear that say 2t and all of them fall to her ankles we have tried shrinking. so any input would be great at this point. thanks, J.
Thank YOu Thank you! Ok just wanted to let everyone know that I appreciate all of the advice some I had tried many I did not. But I took the advice and bought the undies from children's place. And yes they did fit in the waiste. Still a little wide in the leg but as long as they are not falling off of her that's great!!!!!! so anyone with small kids try those out! She has her appointment this friday with the endocronologist. Guess we will see what happens. Thanks again, J.

What about trying cloth diapers without the inserts?
Hi J. -
I've had the same problem - My daughter is now 4 y.o. but still wearing 12 mo - 2T shorts. The best panties I've been able to find have been from Children's Place. They seem to be cut smaller. She is still wearing the smallest size but at least they stay on her. :o) Good Luck!!
Hi J.,
Unfortunately, I'm not sure where to get smaller underware, but I am so curious...how did you train your childern to use the toilet at 1 year of age? I have a 3 year old daughter and an 11 month old daughter. Our three year old is trained for the most part...she occasionally poops in her pants and we have to remind her to use the potty frequently. I would love to get our younger one out of diapers sooner. Any thoughts you feel like sharing? Thank you!
Hi J. ~
What about doll clothes? I'm not sure how big they make them, but if she's that tiny maybe there would be something in the doll clothes aisle that would fit?
Just a thought :)

Mamas who do elimination communication (watching baby's cues and taking their babies potty from birth) often need tiny panties. You might find some on those sites, or links to WAHMs who make them.
Here's one to try: http://www.diaperfreebaby.org/supplylinks.htm?&MMN_po...
Have you tried putting little tucks in the sides to make the waist smaller? I had to do this with my daughters pants she is long and skinny!
