You can throw away (or hide) the pull-ups and tell her they are all gone and she has to wear panties. Put the potty out in the living room where you spend most of your time. Make her sit on it every hour for as long as you can make her sit there. When she goes reward her with a sticker or something she really likes. When I decided to potty train my daughter, I let her run around in a shirt and panties. That way when she went in her panties she became aware of the feeling and didn't like being wet or having poop in her panties. It's kinda messy but it works. If I put her in a pull-up she could tell the difference and would go in her pull-up without consequence. It took about 2 weeks and she was potty trained by the time she turned two.
